Add A New Scope In DHCP

Open server manager, then on left hand tree expand roles, DHCP server, IPv4, then right click "Scope Options", and choose "Scope Options..." Here you will see the default options loaded on Server 2008. Putting a check in anyone of the default options listed will bring up the options to edit the option in the below pane.

For non predefined options, open server manager, expand roles, expand DHCP, click your DHCP server, then on the far right under the actions menu, click "Set predefined Options" then click add to add as you normally would. It should now show up in the above method just as the predefined ones do.
